I am owed money by someone outside the UK

A money judgment made in England, Wales and Scotland will always be enforceable in another Country. The Judgment will be enforced in the law of the land that the debtor lives.

Under the Brussels Regime (consisting of the Brussels I Regulation and the Lugano Convention) a creditor can enforce a debt in another country if that country uses the Regulation or Convention. If outside the UK and regulation or convention countries then a reciprocal agreement will be needed.

Brussels I Regulation covers all EU countries except Denmark:

AustriaLithuania
BelgiumLuxembourg
BulgariaMalta
Czech RepublicNetherlands
CyprusPortugal
EstoniaPoland
FinlandRepublic of Ireland
France(including French Guiana, Guadeloupe, Martinique and Reunion)  Romania

The Lugano Convention covers members of the European Free Trade Association (EFTA), Iceland Liechtenstein, Norway and Switzerland.
